Combine sugar, cinnamon, and flour.
Cut in butter until streusel resembles small peas. Set aside.
Toss blueberries with sugar and flour. Set aside.
Place flour, lemon zest, sugar, baking powder, and salt in a medium bowl.
In a clean bowl, whisk together egg, milk, and oil.
