Combine milk and tea bag. Bring just to a boil. Remove from heat and let stand 3-5 minutes. Set aside.


In a large bowl, whisk together flour, baking powder, baking soda, salt, and lemon zest.


In a small bowl, whisk together honey, vegetable oil, eggs, and lemon juice.


Whisk in cooled milk.


Pour wet ingredients over dry ingredients. Whisk until mixed. Do NOT overmix.
